Police in Tokyo have arrested a 22-year-old man suspected of having sprayed a man in the face with hairspray in order to incapacitate him and steal his backpack.
According to the Tokyo Metropolitan Police Department, on June 29 at about 3:50 a.m., the suspect, a delivery worker named Maaru Saito, sprayed a 23-year-old man that was walking along a street in Tokyo’s Suginami Ward in the face with hairspray.
